C Three Group's regulatory consulting staff have supported a number of
client organizations in the analyses, preparation, writing and providing
testimony in a number of rate and regulatory proceedings. Our analysts have
an excellent understanding of the rate setting process, the constituencies
typically involved and the need for reliable, fact based analysis.
Example projects include:

For
Questar Gas, designed and implemented the weather normalization
adjustment mechanism and the revenue decoupling mechanism that have been
approved for the Utah and Wyoming service territories.
- For Washington Gas Light, various general rate case related
statistical benchmarks in prepared testimony.
- For Southern California Edison, completed an extensive cost benefit
analysis of various metering options, prepared testimony and testified
in front of the California Public Service Commission.
- For Questar Gas, testified in general rate cases regarding revenue
requirement, cost of service and rate design issues.
- For Cinergy (now Duke Energy Ohio), led a team who completed an
extensive management audit of the company in anticipation of a
commission ordered management audit.
- For San Diego Gas and Electric in support of the permitting of the
Sunrise Power Link project, provided of electric generation projects in
a seven state area, which was submitted in testimony to the California
Public Service Commission.
- For Equitable Gas, completed the cost-benefit analysis of its
potential metering options. Prepared testimony and testified on the most
financially prudent options available to the company.
- For Questar Gas, developed revenue-forecasting methodologies for use
in rate case proceedings and internal budgeting processes.
- For Questar Gas, helped develop and implement the
demand-side-management programs, including rebate programs and other
energy efficiency measures.
